How long before we have one homeschool standard in Taiwan

Taiwan is a small country with dysfunctional homeschool policies at local government level. Take Taichung, the largest city in central Taiwan not even 200 km from the capital Taipei, as an example. In Taipei, homeschoolers don't go to school for exams. In Taichung, homeschoolers must sit for school exams at least twice a semester or they may not get their diploma. In Taipei, schoolers are required to notify homeschoolers all major activities and to accommodate homeschoolers' request to attend school functions. In Taichung, schools turn down homeschoolers' request for help.

Why has the Ministry of Education allow such mess to go on for ten years since homeschool was recognized as a legitimate education in 1999? The ministry has the responsibility to enforce an uniform minimal standard on how local educational authority treat homeschool families. It's time to amend "National Education Act" to give the Ministry to power to set guideline to the local government.
